Update

2023 TIP

MTC approved the 2023 Transportation Improvement Program (TIP) and Transportation-Air Quality Conformity Analysis for Plan Bay Area 2050 and the 2023 TIP on September 28, 2022.

MTC forwarded the 2023 TIP to Caltrans to be included in the 2023 Federal-Statewide Transportation Improvement Program (FSTIP) by reference. The State approved the 2023 FSTIP on November 16, 2022. FHWA and FTA approved the 2023 FSTIP on December 16, 2022.

Background

The TIP lists the near-term transportation projects, programs and investment priorities of the region’s surface transportation system that have a federal interest — meaning projects or programs for which federal funds or actions by federal agencies are anticipated — along with locally and state-funded projects that are regionally significant. A regionally significant project, generally large scale, changes travel patterns over a relatively large geographic area. The TIP signifies the start of implementation of the programs and policies approved in the Bay Area’s long-range regional transportation plan (RTP), Plan Bay Area 2050. It does this by identifying specific projects over a four-year timeframe that will help move the region toward its transportation vision. Locally funded transit operations, roadway maintenance projects, planning efforts and minor sidewalk or intersection improvements are generally not included in the TIP.

The Bay Area’s 2023 TIP includes more than 300 transportation projects with approximately $11 billion in committed federal, state, and local funding for federal fiscal years 2022-23 through 2025-26, as well as over 200 projects shown for informational purposes.

MTC has developed the 2023 TIP and Conformity Analysis in cooperation with the County Transportation Agencies, California Department of Transportation (Caltrans), individual cities, counties, transit operators, and other project sponsors, and in consultation with the FHWA, FTA and the U.S. Environmental Protection Agency (EPA). All projects included in the TIP are consistent with Plan Bay Area 2050. Per federal conformity regulations, the 2023 TIP, along with Plan Bay Area 2050, was analyzed by MTC to determine if it is consistent with (“conforms to”) the approved federal State Implementation Plan (SIP), or meets other emissions tests for criteria pollutants and precursors for which the Bay Area air basin is designated as a nonattainment or maintenance area. This includes ground-level ozone and fine particulate matter. The 2023 TIP also includes a discussion of how investments described in the TIP make progress towards achieving the region’s federally-required performance targets.

Public Review and Comment

The Draft 2023 TIP and Draft Transportation-Air Quality Conformity Analysis were released for review and comment on July 5, 2022 and were presented at the Programming and Allocations Committee Meeting on July 13, 2022. The review and comment period closed on August 3, 2022. MTC received one comment from the public during this period. This comment as well as staff’s response were presented to the Programming and Allocations Committee on September 14, 2022.
