The Preferred Scenario has a number of performance targets to gauge its effectiveness. Of these performance targets, only two - reducing greenhouse gas emissions and demonstrating how the region adequately house its expected population growth - are required by law; the remaining performance targets have been voluntarily adopted by MTC and ABAG.
Of 13 total performance targets, the Preferred Scenario achieves five targets and is moving in the right direction on another five targets; however, the Scenario is moving in the wrong direction on three performance targets, as illustrated in the figure below.
Improving performance on the last three targets will continue to be an area of focus for MTC and ABAG (see "Next Steps"). It is important to note, however, that the Plan does make improvements on these targets compared to a "no project" scenario which assumes no Plan.
